Tioga County is located in North Central Pennsylvania, a heavily-forested region of the Keystone State. Its Southern border rests due North of Susquehannock State Forest and its Northern-most range extends to the New York state line. Its county seat is the borough of Wellsboro. Wellsboro was well-known in the early 20^thcentury as a crucial shipping point for textiles, dairy, marble, glass and wood products. Today, it is a popular tourist destination, revered for its preservation of Victorian-style gas lamps and a nearby geological marvel, lovingly proclaimed the “Grand Canyon of Pennsylvania.”

All Pro USA has become quite familiar with the aforementioned Tioga County highlights and never misses an opportunity to patronize one of our favorite coffee shops in the area or take in the natural scenic beauty found in abundance throughout the county. On this day, however, our main mission was to acquire pre-construction footage of the roads (paved and unpaved), intersections, bridges and residential and commercial property lines along the specified haul routes.

For clarification, haul routes are assigned paths or roadways used for the transportation of construction vehicles, equipment and resources within construction zones or between a construction site and another location. Often times, these routes may cross public roadways and intersections, making the documentation of the locations and conditions of those details an integral part of any construction job.

Each member of the All Pro USA crew is OSHA-10 certified and our vehicles are clearly marked for construction documentation, with multiple safety lights and strobes. For the accurate representation of the requested path, as well as to ensure the safety of the crew, passing motorists and other civilians, animals and property along the way, All Pro USA assigned one crewmember as the designated driver and another as the operator of the external camera system. We always drive at low speeds of 10 mph, often less when approaching intersections, homes or private drives. We make multiple passes of the same roadway, allowing those who review the footage the opportunity to see important details from multiple vantage points and gain a greater understanding of its relative proximity to the road as well as personal property lines. We use state of the art video and sound recording equipment for maximal clarity.

Each video features a detailed audio narration of the findings of the filming crew in real time. If any standout features, including safety concerns, signs of damage or other concerning details are noticed, they are clearly narrated in camera. While no aerial footage was captured on this particular job, we have two FAA-certified drone pilots on staff to meet that demand.

All Pro USA likes to gather footage of this type at the best possible time of day and in the best possible weather conditions to guarantee the clearest capture of the requested footage. This project was undertaken in July so it was clear skies all the way. Which, if you’re visiting beautiful Tioga County for ANY reason, you’ll want the nicest day you can get!

Before beginning a pre-construction job, we like to speak to the project coordinator to review specs of the requested survey area and guarantee its accurate representation in the finished video. Once we return to our editing studio, we complete the project by checking the project info for accuracy of date recorded, direction of travel, geographic location and other indispensable data. After completion, the project coordinator receives both a digital and hard copy, via USB drive, of the finished product.
